Having your domain name parked with an ISP is not enough.  You need to tell the world to go to that ISP's DNS to look up your name.  The governing body of Internet names (ICANN) has licensed every Top Level Domains (TLDs) to various registries around the world.  The registry is an administrator.  It licenses registrars in the country to provide the commercial domain registration services to the domain registrant - you.

Your domain name needs to be registered with a registrar in order to be visible to the world, not just the ISP that parks your domain.
